How to Identify Decision Tests Before a Proposal Circulates

"Circulating a proposal before mapping decision tests gives reviewers a fixed target to reject rather than a solution to evaluate."

Executive Briefing Summary

  • Proposals are not conversation starters; in an enterprise, they are formal documentation submitted to audit, procurement, and finance scrutiny.
  • Every enterprise function applies a distinct standard of evidence to approve a commercial commitment.
  • Surfacing decision criteria early through surgical discovery prevents sudden 90-day stalls during procurement review.
  • Price concessions rarely solve structural decision test failures; they simply devalue your product while the underlying blocker remains.

The Premature Proposal Reflex

Many sales methodologies coach reps to "get a proposal in their hands as quickly as possible to anchor the negotiation." In small and mid-market deals, this can create urgency. In enterprise institutions, it frequently terminates the opportunity.

Once a formal document with a dollar figure circulates, it triggers mandatory institutional reviews. If that proposal enters the enterprise before the vendor understands who evaluates it, what tests they apply, and what triggers another review, the proposal becomes an unguided missile.

The Four Questions Every Reviewer Asks

Every institutional reviewer, regardless of title, applies four fundamental tests to any new commitment:

  1. Absorption: Does our organization have the bandwidth to deploy and maintain this without breaking existing commitments?
  1. Exposure: What is the worst-case scenario if this vendor experiences a catastrophic failure, security breach, or bankruptcy?
  1. Substitution: Can we achieve an acceptable fraction of this outcome using software or vendors we already pay for?
  1. Accountability: If this implementation fails, whose executive career is on the line?

If your proposal cannot arm the internal sponsor to answer all four questions with documentary evidence, the path of least resistance for the enterprise is to delay or decline.

Diagnostic Discovery Before Commercial Submission

Before circulating formal pricing, execute surgical discovery around institutional process: "When projects of this scale move from operational evaluation to final commitment, what is the sequence of committees that must review the agreement, and what specific documentation do they mandate?"

This single question transitions the vendor from an eager salesperson into a seasoned commercial operator who understands how institutions work.
